It would appear that a wrong shell is invoked, one that does not recognize the backtick syntax. Try passing SHELL=bash.exe to dmake, see if that makes a difference?
Um, no , where would bash.exe come from?
Just set some %vars% and give Makefile.PL someargs like you're supposed to ... see DBD::Oracle::Troubleshooting::Win32 http://search.cpan.org/dist/DBD-Oracle/Makefile.PL
