You say that you don't want to impose the effort of pre-generating pod at tarball-building time on other people, however it doesn't need to be a lot of work for them. Create plugins for popular distribution packaging tools (ExtUtils::MakeMaker, Module::Build, Dist::Zilla), then they just need to add one line to their Makefile.PL/Build.PL/dist.ini.
