On the command-line, try:

perl -e 'use Net::Telnet;'

and also

perl -e 'print join("\n",@INC);'

That should help narrow it down.

For example, there could be multiple Net/Telnet.pm files on the @INC path, and you are looking at the wrong one. Also, if there are multiple versions of Perl installed, then be sure to test the right one.
