Yeah, even perl 5.001 should come with strict ... if you look at http://perl5.git.perl.org/perl.git/tags it says 19 years ago perl-5.001 and it includes a strict.pm
19 years ago is 190 years ago in computer time :)

Many basic tools like ExtUtils::MakeMaker require at least perl 5.006
