Regarding IDEs I have no problem running emacs there.
FWIW: you could also try to run WebPerl in a mobile browser from a local file://URL. It doesn't have an IDE but HaukeX was already able to bundle a basic editor with syntax highlighting in one of his demos.
If termux were not already available this would be my choice. Plus the potential to run on iOS (untested).
