On a side note, do you know of any community Git hosting sites suitable for Perl libraries that do not rely on JavaScript to function and preferably run on Free software?

Well, there's GitPrep, a GitHub clone written in Perl, but I'm pretty sure that it still needs JavaScript. A web interface for git repos is provided as gitweb, of course. I think it doesn't need JS, but that doesn't have issue tracking etc. (but it's also written in Perl).

Or is this last paragraph itself a good question for the SoPW section here?
