I would create a web page that has a frame, and any content you view stays within that frame. A JavaScript program would then check what's in the frame and send the URL to a perl script on the server. The perl script would record the URL in a log file.

Now, some sites tell the browser to get out of a frame if there is one, so this wouldn't work with all websites. Then I'd replace the web browser's home page or icon on the smartphone with the icon that's pointing to the frame, so when someone opens the web browser on the phone, it would load the frame.

(Btw these frames I'm talking about are HTML objects that allow a web designer to display a HTML page within a page. So, that's what this is.)
