Not sure what you have against the mere mention of CGI.pm in passing. It was the Perl workhorse for form processing of all kinds, for many years, and as several people have already mentioned, some version of it is still used here, renamed Everything.cgi or some such. How much different it is from CGI.pm I don't know. Not much I suspect.
