I have reproduced the issue on:
perl5 (revision 5 version 24 subversion 0)
AKA ActivePerl Build 2400 [300558]
Microsoft Windows [Version 10.0.17134.1246]

I tried to mess with the debug options "o <option>" - none seem to have any effect on the pasted <DB> line.
