It is a very rare thing It never happens that a brand-new program is started from scratch, in a pristine environment that does not have to consider or be influenced by other code that already exists, based on "popularity." Every business on this planet has a huge installed base of programming, in this language or that language or some other and most likely all at the same time. All of which is tied together by the fact that it runs the business. The Perl language runs a great many businesses. It is responsible for billions of lines of revenue-producing software, backed by an enormous and battle-tested library called CPAN. Programming languages are not ruled by popularity: they are tools for a job, and they just keep right on doing those jobs for decades on end.
