This sounds to me like a network packet scanner.
If your problem is really like scanning network packets with regular expressions, you might want to take a look at Intels Hyperscan regex engine. It is not as powerful as Perls regular expressions, but it is geared towards matching lots of strings against lots of regular expressions in parallel.
