the idea of renaming perl5 to perl7 was on the air long ago - http://blogs.perl.org/users/andrew_shitov/2013/02/more-on-perl-7.html

perl6 problem was recognized back then, and the consensus was "of course not!"

I think renaming is absolutely needed long ago, today is better than never,
but implementation details killing Perl even more.
