Having been keeping an eye on this for some time the pattern is the same, a similar number of up votes on this garbage, preventing the automated reaping, making this a needlessly more involved process than needs be. I suspect it is the same people each time, since they can't have actually read the content upon which they are voting.

Ignoring the posts (which has the potential consequence of the uninitiated/unaware of being negatively impacted), the user in questions self imposed exiles, none of these have proven successful over many years. Given the issue an inverse of the existing moderation system would make sense. Anonymous posts don't show at all until vetted.
