As far as I see today, FastCGI, PSGI (Plack etc.) have pretty much taken the place of mod_perl. Many high-performance sites now clearly separate the front-end machines from the back-end content generator machines from the SQL databases and so on ... for security reasons and otherwise. The demand for a tool that embeds a Perl interpreter into an Apache worker process is likely no longer what it used to be. Better alternatives have naturally replaced it.
