I recall someone suggested that shared hosting could be a hotchpotch of various bits and pieces that are shoehorned together in a non-standard way!

I don't know for sure, but the fact that the cPanel and CloudLinux docs both describe the integration with each other suggests that your hosting provider likely just purchased a standard solution to make things easier on themselves.
