Have installed IO::Socket::SSL but running Pluckup command does not make differeces

Getting below error

plackup -p 5001 --ssl --ssl-key-file=C:\Users\Documents\Private-Public\privateKey.key --ssl-cert-file=C:\Users\Documents\Private-Public\certificate.crt app.psg

Can you please help witht location where i can find following error: failed to listen to port 5001: at C:/Strawberry/perl/site/lib/HTTP/Server/PSGI.pm line 103.
