When you ask so generally: I personally very much perfer Mojolicious nowadays, its API is fun to work with and it supports most of the modern web technologies. I have a bunch of Mojo examples linked from my scratchpad. As for Apache, see the section "Apache/mod_proxy" in Mojolicious::Guides::Cookbook.
