cpan seems to fail trying to use CPAN::SQLite. For the moment disable it then try to install Tk:

o conf use_sqlite 0
o conf commit
install Tk

[download]

Update: if you're using Strawberry perl, it ships with cpanm by default, which is faster than cpan: cpanm Tk.
