Komodo can be set up to execute commands for Shift+F1 and Ctrl+F1 that default to Google searches but can be pointed at Perl docs instead. No facility for a mouse over popup that I can see though.

Optimising for fewest key strokes only makes sense transmitting to Pluto or beyond
