I think there is little chance of contact via CPAN-related information, assuming you have already tried actual email to his CPAN address - his last obvious interaction with CPAN was in January 2000. However searching the internet more generally suggests both an obvious candidate and an obvious way to try to contact them. (I'm not going to include the information here: even though it is publicly available, it feels like a violation of privacy to repeat it.)
