I believe so. For the Swedish flag I tried U+1F1F8 U+1F1EA because I wanted to see how the Swedish flag looked as a plus sign in an $A++ emoji ... but was bitterly disappointed to see it rendered not as a flag with a nice plus sign in the middle, but as a boring SE, as you will probably see in the next paragraph:
