Are you familiar with Test::More? It's been in core ever since . . . "Test::More was first released with perl v5.6.2" . . . according to the corelist utility. Meanwhile, Test::More::UTF8 has never made it to core, despite having been out for awhile now. Apparently to Perl's developers, UTF8 was not a priority.
That's one example.
Many here aren't using UTF8 regularly enough to become aware of all the places where one's code must be adapted for it.
