As bliako noted, this is likely to be an issue with your compiler. The Tk package has a few such issues that are on its queue, and this one looks like #106, for which there are patches in the thread starting here.

Asking your users to patch installs is not ideal, but at least in this case it means it is unlikely to be an issue with your hardware.

You could also provide a patched version users can install. One that patches several windows issues is at https://github.com/StrawberryPerl/Perl-Dist-Strawberry/releases/download/patched_cpan_modules/Tk-804.036_001.tar.gz. I forget if it include patches for the issue you are affected by but could be worth a try.
