I declared the variable at the top of my code so it should be global:
my $public_key_type;
I have other blocks that are configured the same way that work without issue in the first loop.
I also have "use strict"; and "use warnings";
The below block of code works with all the loops my code does I have.

$serial_number = scalar <DATA> for 1;
$serial_number =~ s/^\s+//;
$serial_number =~ s/\s+$//;
$serial_number =~ s/\R//g;
$serial_number = "'$serial_number'";

The below block of does not work on the firts loop of the code.
