You could try CAST

     values (CAST(? AS VARCHAR)) };

or STRING and add the leading zeros in SQL 

my $insertMRNQuery = qq{
     insert #mrns (PAT_MRN_ID) 
     values (RIGHT(STRING('0000000000',?),10)) };
