There are two problems with the module you've linked to. From http://search.cpan.org/~erangel/Text-CSV/CSV.pm, follow the Text-CSV link (top, left-hand corner) to see the distribution details. Here you'll find it's:

  1. almost a decade old: dated "19 Jun 2006"
  2. clearly labelled in bold, red letters: ** UNAUTHORIZED RELEASE **

I suggest you get the current version (http://search.cpan.org/perldoc?Text%3A%3ACSV) and then follow ++kevbot's advice regarding the use of { sep_char => '|' }.
