Adding $ENV{TZ} = 'Etc/UTC'; at beginning of code seems to correct …
What about not adding, but changing the line 
    local $ENV{TZ} = 'UTC';

to 
    local $ENV{TZ} = 'Etc/UTC';

[download]
instead?
