My 2 cents: I appreciate the hard work that goes into cygwin, but when needing a *nix environment in Win-centric shops I left it a long time ago for either dual boot or, better IMHO for needing both OS's full time, some VM running *nix. My preference in a smallish ops is VirtualBox with a Debian guest. Cygwin was extra pain for me to run because I was never happy with the terminals and command line use. Frankly I am surprised cygwin is still supported.
