connection error to ftp server: https://madis-data.ncep.noaa.gov

Notwithstanding that the error message hasn't been updated to reflect the fact that it's an https server rather than an ftp server, you can try issuing the wget command from the shell and add more verbosity until the actual cause of the connection failure becomes clear.
