generally speaking a 64bit version of a program can address a huge amount of memory. See 64 bit on wikipedia. This is valid for Perl too.
Regarding the module you cited it seems it could works fine on both arch. version matrix is a useful things!
Because your mention of 64bit and win32 (well the namespace Win64 on cpan does not exists) be sure to be aware of possible pitfalls. read mines
