Install visual studio to get nmake.exe
Download the files and untar them into a directory : http://search.cpan.org/CPAN/authors/id/M/MS/MSCHILLI/Log-Log4perl-1.46.tar.gz
change to the directory 

perl Makefile.PL
nmake 
nmake test
nmake install
