Looks like an exception was made here: If I was forced to program in another language, the Perl language feature I would miss most would be: where the title is 101 characters and the note is 166 characters, for a total of 267.

This allows for proposed titles to be modified accordingly, and thus obviating the needs to be within the node title byte limit.
