I am trying to resolve this for a long time but no luck.

That looks like you hand edited stuff, see https://metacpan.org/release/PAR-Packer/rt://PAR-Packer/Bug #114229 for PAR-Packer: v1.32 still won't install on strawberry perl v5.22.2
