I am learning GNU Emacs (on my Windows box) because I want to use Org mode in conjunction with Getting Things DoneŽ (GTDŽ).

But, Emacs as a Perl IDE is something that I would at least try, after I achieve success with the above.

By the way, I think The IDE "look an feel" should be The IDE "look and feel".
