They are not encrypted because you can ask to get your password mailed!
Correction: We know they're not hashed because you can ask to have your password mailed to you. They could still be encrypted, as encryption is reversible, making it possible to decrypt and mail the password.

According to the Mailman documentation, "When created with add_member(), passwords are always stored encrypted.", as of version 3.0 Alpha 7 "Mission", released 2011-04-29.
