Hi BillKSmith,

Try adding the :crlf layer, i.e. open(my $in, "<:encoding(UTF-16):crlf", "INPUT.TXT"). I did a quick test and it works for me; CRLFs are converted to \n and paragraph mode ($/ = '';) works too.
