Do perl has module for diameter protocol?

No, perl "has" very few modules (PerlIO, Internals, ...), a bit more are shipped with the core, you could say perl "has" those as well but its stretching the term a bit :) and a lot are available on CPAN and some beyond that

There is no publically available module that implements rfc6733
