Try your command like this:

my $cmd = `/usr/sbin/sshuttle -v -D -r  vagrant@127.0.0.1 192.168.0.0/
+24`;

[download]

Instead of this:

my $cmd = '/usr/sbin/sshuttle -v -D -r  vagrant@127.0.0.1 192.168.0.0/
+24';
