It's easier to get helped knowing your background and level.

The decline, if evident, for Perl and perlmonks too, it is just not dead: the IT panorama is bigger now and many technologies spreaded rapidly in usage even if stupid ones. Perl is somehow slowly regaining some position and new Perl things are promising (Plack for example, MCE imho..).
