Yes i found discussions pointing to them.

I think the main concern is to keep CPAN small.

Not sure if there is a quota limiting uploads.

For instance when running CPAN::Mini I wouldn't be too happy to have my disk bloated with image files of an obscure module.

OTOH Mini allows setting filters.
