A search for that string (for me) produces a list of results, every one I clicked on links to the same general IIS debugging guide which includes error descriptions. Consider making life easier for yourself (any anyone answering your questions) by ensuring something runs from the command prompt first, before getting lost in the labyrinth of IIS/Microsoft configuration. Try setting a proxy for the https scheme, e.g.
