If you are using XAMPP then you probably don't have HTML::Tiny installed. Download the file Tiny.pm from here and save it in C:\xampp\perl\vendor\lib\HTML

Why copy/paste when you can 

cpan -i HTML::Tiny  
or
cpanm -i HTML::Tiny 
or 
cpanp -i HTML::Tiny
