It is not clear what the real problem is. You are talking about a protocol handshake issue, but then, if I understand you correctly, the first session works. That doesn't make sense.

Could you enable debugging for Net::OpenSSH too ($Net::OpenSSH::debug = (~512);) and post the full output?
