I just wanted to inform. I don't know much about this stuff so can't say/suggest anything. And I must mention here that I am already thankful to all the volunteers who keep PM up and running.

I found this thread when I was facing same problem and searched for more details without logging on to PM. I get "Your connection is not secure" for both the https://perlmonks.org and https://www.perlmonks.org from chrome & Firefox.
