I would do "reproxing" by having the program serving mp3 stream from localhost to anyone willing to take on "Content-Type: audio/x-mp3stream", i.e. browser+plugin (or even no plugin in the days of html5 or if in certain open formats like OGG, see https://support.mozilla.org/en-US/kb/html5-audio-and-video-firefox#w_supported-formats), see MP3 server with IO::Socket (author: perlmonkey)
Alternatively, a static+win64 mpg123.exe is barely 500Kb. Surely there is a way to bundle it to a perl script if copyright is not an issue. Not to my taste.
