I admit don't know much about this topic, but so my first instinct would be to go with a tool that already does this... for example, VideoLAN provides remote control interfaces over HTTP, terminal, and telnet, and there are even CPAN modules like VideoLan::Client or Vlc::Engine, the latter apparently even being an XS binding to the C API.
