If you can grab the latest perl dev release and establish that the same error is still occurring, then I think you should report it by sending an email to perlbug@perl.org - unless you can establish that it has already been reported to https://rt.perl.org/
A quick search of that bugtracker for "MacOS" turned up only https://rt.perl.org/Ticket/Display.html?id=128980 and https://rt.perl.org/Ticket/Display.html?id=133306. (You should check whether either of those are relevant to the issue you've struck.)

Otherwise, if the failure doesn't occur with that latest dev release then I'd be thinking the issue has already been addressed.
