Use the summary SQL commands to get what you need: 
my $sth = $dbh->prepare( "SELECT COUNT(*) FROM my_table WHERE somethin
+g LIKE something_else" ) or die DBI->errstr;
$sth->execute( ) or die DBI->errstr;
my ( $count ) = $sth->fetchrow_array();

$count now has the total number of elements that you need, so that you can generate an appropriate page count.
