I suggest you read Conditional compile-time magic (RE: Checking to see if a particular Module is installed) and several other nodes in that thread. There are no "great" answers to this problem.

And, for the problem of not being able to type EVENTLOG_WARNING_TYPE, you simply need to instead type EVENTLOG_WARNING_TYPE() since the import will have to happen at run time.
