Short answer: Yes, OO can be the wrong tool for some jobs. C.f. Java "hello world" programs.
And as for having to write a plethora of constructors, take a look at Class::MethodMaker which can automate the bulk of your OO plumbing (constructors, accessors, et al) and let you conentrate on writing the parts that do real work.
